V. ARCHITECTURAL STANDARDS, B. Modifications.

NO PERSON SHALL CONSTRUCT ANY IMPROVEMENT ON ANY LOT, INCLUDING WITHOUT LIMITATION, ALTER SURFACES OF EXISTING IMPROVEMENTS, CHANGE PAINT COLORS OR ROOFING MATERIALS, CONSTRUCT OR MODIFY FENCING, OR INSTALL ANY RECREATIONAL DEVICE, WITHOUT THE PRIOR CONSENT OF THE RELEVANT SERVIENT DESIGN REVIEW BOARD. OWNERS SHALL SUBMIT PLANS AND SPECIFICATIONS SHOWING THE NATURE, KIND, SHAPE, COLOR, SIZE, MATERIALS AND LOCATION OF IMPROVEMENTS AND ALTERATIONS TO THEIR DESIGN REVIEW BOARD FOR, ITS APPROVAL.

Applications must be delivered to the Association offices and will be reviewed in the order received. Emailed submittals will not be processed.

    Approvals will not be given for any fence application unless it is clearly stated on the application and the approved spec sheet is included with the application. Variances that cut costs of construction will not be granted.

    Small gardens, less than 100 square feet, may be permitted on lots but are required to be approved by the Design Review Board prior to installation. For approval, all proposed gardens must to be placed in raised planters and placed in an approved location in the rear yard. Beginning 5/01/2023, all proposed planters are required to be prefabricated structures. An application must be submitted with the design and dimension of the planter proposed and location of the garden prior to installation. Vegetables and other typical 'garden variety plants' are limited to planting within the approved garden locations. Vegetables will not be approved for planting around the home in mulched landscape beds. The use of metal or plastic fencing, posts or plant supports are prohibited for use in any manner in all gardens.

  • The local vendors that have historically supplied our owners with the required mailbox assemblies are no longer offering these products. The Association has purchased mailbox assembly parts from the manufacturer and is now offering complete and partial assemblies for sale to homeowners directly through your HOA account. Please see the link below for a price list.

    The approved mailbox paint is “Scioto Reserve Mailbox Green” and is on file at the Golf Village Sherwin-Williams store located at 7474 Guard-Well Street in the Golf Village subdivision of Powell.

    11/01/2023 Update** Approved mailbox numbers can be picked up at the HOA offices for $2 per number. Approved mailbox numbers need to be located on both sides of mailboxes in the original location.

  • All roof replacements must be applied for with approval received prior to installation. All Design Review Board applications for shingle color will be reviewed and approved on a case by case basis.

    Street trees (2) shall be installed along the street in front of each Lot. Such trees shall be a consistent variety for that street, having a minimum 3″ caliper, balled and burlapped at the time of planting, and located consistent with the Development Plan approved by Declarant.

    The Design Review Board requires all trash receptacle screening installations to be permanent with posts anchored into concrete foundations. Temporary screening panels with spiked anchors will not be approved or allowed. For examples of approved installations, please see the link above.

    The only approved bed edging allowed for the community is no bed edging, or a properly constructed retaining wall installed level on a tamped, crushed stone base below the soils surface, at or below the frost line. The wall must be multi-level with a minimum height of two blocks, each wall course installed level in two directions.

    If a retaining wall is installed, the Association requires soil to be added behind the wall up to the top course of stone. Please see the above link for examples of approved retaining wall structures. All retaining wall structures must be applied for and all construction materials and methods must be included in the application. Neither prefabricated plastic edging, loose stone nor bricks are approved for use as bed edging in the community.

  • There is a location based standard utilized for review and approval of solar panel installation proposals throughout the community. For non-golf course lots, low profile solar panels will be approved for placement on non-street side, or rear roof line elevations. Panels must be installed atop the roof structure, to rear of the center-line of the roof. For golf course adjacent lots, low profile panels will be approved for street-side, atop front roof line elevations. Proposed panel placements that would be visible from the golf course will not be allowed. All owners must receive DRB approval prior to installation.

  • The Association requires that all homes be adequately landscaped to include, but not limited to, shrubs, trees, sod and mulch. The degree of landscaping is set by the Design Review Board and all landscape improvements, including but not limited to the installation of new trees and shrubs, paver walkways, and landscape bed retaining walls must be approved by the Design Review Board. The DRB requires minimum sizes for landscape installations including 3 GAL containers for shrubs, 1 GAL containers for perennials, 48" height for evergreen trees and 1.5" caliper for shade and ornamental trees. All street tree replacements must be 3" caliper.
